The Program Year 2025 Consolidated Annual Performance Report (CAPER) is now available for public review and comment. This report summarizes and evaluates previous achievements that were undertaken to meet the City's 5-year Consolidated Plan for housing and community development needs, focusing on utilizing funds from the Community Development Block Grant and HOME Investment Partnerships Program provided by the U.S. Department of Housing and Urban Development. A public hearing on the CAPER will be held before the City's Community Development and Human Services Committee (CDHSC) Tuesday, September 22, 2026 at 6pm in the David Gebhard Meeting Room at 630 Garden Street.

The 2025 draft CAPER will be available for a 15-day public review period from September 7, 2026 through September 22, 2026. Written comments will be accepted during this period by email at HHS@SantaBarbaraCA.gov. Public comment will also be accepted during the public hearing.

The City's Human Services and Community Development Block Grant (CDBG) programs allocate grants to help support local non-profit organizations that provide social services to low- and moderate-income City of Santa Barbara residents. The program also provides CDBG capital funds for construction and economic development activities that benefit low- and moderate-income City neighborhoods and individuals.
