Planning Commission Public Hearing, December 17, 2020, 1:00 pm: Via the GoToWebinar Platform (Continued from December 3, 2020)
The Planning Commission completed the questions portion of the item on the Historic Resources Ordinance Amendments and continued the deliberations portion of the meeting to December 17, 2020. The Planning Commission will re-open public comment prior to their deliberations.

Planning Commission Public Hearing, December 3, 2020, 1:00 pm: Via the GoToWebinar Platform
The City of Santa Barbara Community Development Department proposes amendments to the Historic Resources Ordinance to ensure the continued protection, preservation, and enhancement of historical, architectural, and archaeological resources. The proposed amendments will update the Ordinance with language consistent with State and National historic preservation standards, streamline the review process, and outline a process and criteria for designating historic districts and establish buffer areas. The proposed ordinance amendments will be incorporated into Title 30of the Santa Barbara Municipal Code as Chapters 30.157, 30.57, 30.237 and Sections 30.220.020 and 30.300.080 “H”. The amendments also include deleting Chapter 22.22 upon the addition of Chapter 28.100, amending Chapter 30.200, and other related Municipal Code amendments. The Landmark and Historic District maps will be incorporated into the Official Zoning Map.An Amendment to the Certified Local Coastal Program Implementation Plan is required to add Chapter 28.100.
The purpose of this hearing is for the Planning Commission to receive public input and consider the proposed amendments to the Historic Resources Ordinance and forward a recommendation for adoption to City Council.The scope of the amendments may change upon review by the Planning Commission, and upon future review by the Ordinance Committee and City Council. This is a draft of the amendments and may be modified by recommendations of the Planning Commission and Council Ordinance Committee and interested parties may follow the changes as they are posted on the web site.

Box 1990, Santa Barbara, CA 93102-1990. The Planning Commission may not have time to consider written comments received after 4:30 p.m. on the Monday before the meeting.

November 11, 2020: As directed by the HLC on September 16, 2020, Staff made revisions to the second draft of the Historic Resources Ordinance, including public comment related to definitions, formatting, and further clarification on the process for the designation of individual historic resources and historic districts. Additionally, to maintain consistency with the organization and formatting of Title 30, the Historic Resources Ordinance amendments will be incorporated in the five separate chapters of Title 30 of the Santa Barbara Municipal Code.

Staff presented a summary of public comments received to date, allowed public comment from the community, and provided HLC an opportunity to make their comments and recommended revisions to the draft document.
Staff accepted public comment on the proposed amended draft through June 7, 2020 to be considered in the revised version.

Historic Landmarks Commission - April 29, 2020
On April 29, 2020, the Historic Landmarks Commission received a presentation from staff, summarizing the proposed amendments to the Historic Resources Ordinance and related public review process. The draft Historic Resources Ordinance (Santa Barbara Municipal Code Chapter 30.157) was made available for public review on April 30, 2020.
