Semi-annual joint work sessions are held to discuss the division's major work efforts and potential adjustments to City policies or ordinances in order to advance General Plan implementation. This work session focused on the AUD Program and possible amendments. Based on an evaluation of the Program to date, staff recommendations, and public input, the Planning Commission has provided City Council with recommendations on preferred direction for Zoning Ordinance amendments to address multi-unit housing development moving forward. The City Council adopted the amendments to the AUD Program in Title 30 of the Santa Barbara Municipal Code. The amendments include (1) requiring two on-site parking spaces for AUD Program units with three or more bedrooms, in projects located outside of the Central Business District, with an exemption for 100 percent affordable and senior housing; (2) prohibiting AUD Program units from future conversion to a hotel use; and (3) remove mobilehome park properties from receiving AUD Program parking incentives.

The City Council confirmed the direction of additional amendments to Title 30 of the Municipal Code regarding the AUD Program including the possibility of:

  • Considering allowing additional incentives in the Central Business District;
  • Considering revising the geographic boundaries of the AUD Program;
  • Reviewing the AUD Program parking requirements;
  • Requiring AUD Program projects to provide units at affordable rental rates or pay an affordable housing in-lieu fee; and
  • Other items as directed.

The Planning Commission reviewed a proposed amendment to Title 30 of the Santa Barbara Municipal Code addressing existing mobilehome parks in the AUD Program and provided a recommendation to City Council to approve the proposed amendment. The amendment would continue to allow existing mobilehome parks at the AUD Program maximum density of 27 units/acre but proposed to prohibit applying any of the incentives of the AUD Program related to parking for any redevelopment of these properties.

The Planning Commission considered proposed amendments to the Title 30 of the Municipal Code to regarding the Average Unit-Size Density (AUD) Incentive Program. As directed by the City Council on August 15, 2017, the amendments propose to require two onsite parking spaces for AUD units with three or more bedrooms, in projects located outside of the Central Business District, and prohibit all units approved under the AUD Program from future conversion to a hotel use.
