These hearings were to request that City Council adopt a resolution accepting the California Coastal Commission’s suggested modifications to the Title 28 Ordinance amendments for ADUs. City Council adopted the resolution on February 15, 2022 and adopted the ordinance amendment on March 1, 2022.

At this hearing, the Planning Commission considered the California Coastal Commission's suggested modifications to Title 28 and recommended adoption to City Council.

The California Coastal Commission adopted, with two suggested modifications, Local Coastal Program Amendment (LCP-4-SBC-21-0052-1) to amend Title 28. City Council will need to accept the suggested modifications to make the updated ADU ordinance effective in the Coastal Zone portion of the City. For more information, click here. This workshop summarized the main amendments to the City’s ADU ordinance and provided information about applying for a permit and removing the owner occupancy provision from existing covenants, and was followed by a Q&A with Planning and Building & Safety staff. The amendments to the City’s ADU ordinance were adopted by City Council in November 2020 after a recommendation for adoption by the City Council Ordinance Committee and Planning Commission. In addition to amending the ordinance for compliance with State law, the City Council adopted the following changes:
