CITY COUNCIL PUBLIC HEARING ON A GENERAL PLAN MAP AMENDMENT
AND LOCAL COASTAL PROGRAM AMENDMENT,
INCLUDING THE CITY'S DRAFT COASTAL LAND USE PLAN
On August 7, 2018, City Council will hold a public hearing on the General Plan Map Amendment and Local Coastal Program (LCP) Amendment, including the June 26, 2018 Draft Coastal Land Use Plan (LUP). The Draft Coastal LUP documents criteria and interpretations for the review of Coastal Development Permits, clarifies standards for development near coastal bluffs and creeks, and addresses new and emerging issues, such as sea level rise.
The legislative actions required by City Council include:
- A Resolution of the Council of the City of Santa Barbara adopting environmental findings pursuant to the California Environmental Quality Act (CEQA) and approving a General Plan Map Amendment (MST2018-00070) to remove land use designations on the adopted General Plan Map in the Coastal Zone and retitle the modified map as “General Plan Map for Inland Areas”; and
- A Resolution of the Council of the City of Santa Barbara adopting environmental findings pursuant to CEQA and approving a LCP Amendment (MST2018-00070) to: 1) repeal the existing 1981 LCP Land Use Plan in its entirety and approve a new LCP Land Use Plan (Coastal LUP); and 2) repeal the existing LCP Land Use Plan Maps and approve a new LCP Land Use Map, which includes various land use designation changes.
Following City Council’s adoption, the LCP Amendment will be forwarded to the California Coastal Commission for certification.

The General Plan Map Amendment and Local Coastal Program Amendment is the first item on the Administrative Agenda (after Public Comment and Consent Calendar) and will begin at approximately 2:30 p.m.
