DRAFT ACCESSORY DWELLING UNIT ORDINANCE TO BE REVIEWED BY PLANNING COMMISSION

On December 14, 2017, the Planning Commission will hold a public hearing to consider proposed amendments to the Santa Barbara Municipal Code to establish development regulations for Accessory Dwelling Units (ADUs).  This hearing follows the Planning Commission’s initial hearing on September 7, 2017, during which Commission members requested further analysis and revisions to the draft ADU regulations, and City Council’s hearing on October 24, 2017, directing staff to initiate amendments to Title 28 (in the Coastal Zone) and Title 30 (outside of the Coastal Zone).  On October 24, 2017, City Council also directed staff to proceed with ordinance amendments regarding water metering requirements for ADUs in Title 14, Water and Sewers, ahead of amendments to Titles 28 and 30.  The Title 14 ordinance amendments were adopted on December 5, 2017.  

Following the Planning Commission’s direction on December 14, 2017, the Draft ADU Ordinance will be presented to the Ordinance Committee for review, before returning to the City Council for introduction and adoption.  The ADU Ordinance will require certification by the California Coastal Commission in order for the regulations to be effective in the Coastal Zone.

This work effort is being conducted by the Planning Division of the Community Development Department in conjunction with Jerry Hittleman, Senior Planner, from Rincon Consultants, Inc.
