Average Unit-Size Density Incentive Program Amendments
Special Meeting

The Average Unit-Size Density Incentive Program was adopted by City Council in July 2013, for a limited duration, to provide for new multi-unit residential development, particularly rental housing. The Program allows for increased densities based on unit size, with greater densities available for smaller average unit sizes. Additionally, the Program includes reduced parking, setbacks, and open space to further encourage construction of multi-unit residential development projects.  The Program is nearing the end of its initial trial period and staff is proposing changes to the Program that will be considered by the City Council at the Joint City Council/Planning Commission Special Meeting.

In response to input from decision-makers, staff, developers, and the general public on the Program, substantive amendments are proposed, including changes to density and parking requirements. On November 14, the City Council will receive public comment, discuss the Planning Commission’s recommended multi-unit housing amendments, and give direction to staff.
