COMMENDATION and EMPLOYEE COMPLAINT FORM

A safe and healthy community relies on collaborative partnerships. The Santa Barbara Police Department embraces every opportunity to develop meaningful relationships between community members and our law enforcement family. These bonds are strengthened by open, two-way communication about what we do well and where we need to improve. Open communication helps us to reduce conflict and misunderstandings, and gives a voice to those who feel they are not heard.
The Santa Barbara Police Department encourages feedback from community members. The Community Commendation and Complaint Form provides an opportunity for your voice to be heard and for us to improve. We accept all legitimate commendations and complaints related to the Police Department and our employees. This process allows the community to show their appreciation for the great work of our employees, and also address behavior that is damaging to our legitimacy in the community.
We review all allegations of police misconduct regarding department policy and law violations. This process provides an opportunity for the community to initiate a formal process to ensure accountability and excellent service to the community.
Community Commendation and Complaint Forms are available here in the Police Department lobby, at City Hall, and on the Police Department website, which allows you to submit the form electronically. If you have had an experience, good or bad, please let us know. We also encourage you to speak with a Watch Commander who can oftentimes provide and solicit important information regarding your experience.

The PDF Form may be submitted either by mail, or in person, by delivering it to the City Clerk’s Office, City Hall, De la Guerra Plaza, or to the Police Department at 215 E. Figueroa Street.
Upon receipt of your complaint or commendation form, a review of your submission will be initiated. You will be notified in writing when the review is completed.
While anonymous complaints will be reviewed, a full investigation may be hampered by the inability to interview the complainant.

Upon receipt of your complaint form, an investigation of your complaint will be initiated. You will be notified in writing when the investigation is completed.
Vd. puede mandar esta forma por correo o entregarla personalmente al City Clerk’s Office, City Hall, De La Guerra Plaza, o al Departamento de Policía, en 215 E. Figueroa St., Santa Barbara. Al recibir la forma, llenada, el Departamento de Policía se iniciará una investigación de los hechos de su reclamación. Despues de haber concluído la investigación, el Departamento se le notificará por escrito.
YOU HAVE THE RIGHT TO MAKE A COMPLAINT AGAINST A POLICE OFFICER FOR ANY IMPROPER POLICE CONDUCT. CALIFORNIA LAW REQUIRES THIS AGENCY TO HAVE A PROCEDURE TO INVESTIGATE CITIZENS' COMPLAINTS. YOU HAVE A RIGHT TO A WRITTEN DESCRIPTION OF THIS PROCEDURE. THIS AGENCY MAY FIND AFTER INVESTIGATION THAT THERE IS NOT ENOUGH EVIDENCE TO WARRANT ACTION ON YOUR COMPLAINT; EVEN IF THAT IS THE CASE, YOU HAVE THE RIGHT TO MAKE THE COMPLAINT AND HAVE IT INVESTIGATED IF YOU BELIEVE AN OFFICER BEHAVED IMPROPERLY. CITIZEN COMPLAINTS AND ANY REPORTS OR FINDINGS RELATING TO COMPLAINTS MUST BE RETAINED BY THIS AGENCY FOR AT LEAST FIVE YEARS.
IT IS AGAINST THE LAW TO MAKE A COMPLAINT THAT YOU KNOW TO BE FALSE. IF YOU MAKE A COMPLAINT AGAINST AN OFFICER KNOWING THAT IT IS FALSE, YOU CAN BE PROSECUTED ON A MISDEMEANOR CHARGE.

ES CONTRA LA LEY PRESENTAR UNA QUEJA QUE USTED SEPA ES FALSA. SI USTED PRESENTA UNA QUEJA CONTRA UN OFICIAL A SABIENDAS DE QUE ES FALSA, USTED PODRA SER PROCESADO PENALMENTE CON CARGOS DE DELITO MENOR.
