Finance

We manage the operations of the Finance department and oversee five divisions: Accounting, Budget, General Services (Purchasing), Risk Management, and Treasury (Revenue).

Our operations include:

• Ensuring management and the City Council are informed of all matters materially affecting the financial health of the City
• Assisting the City Administrator with policy formation and implementation of Council direction
• Providing financial and budgetary guidance and support to all City departments

Additionally, we provide staff support to the Finance Committee and the Measure C Citizens' Oversight Committee.

We maintain a system of internal controls, provide financial reporting, and oversee the Accounts Payable and Payroll operations.

We develop the annual Operating and Capital Improvement Budgets. Working closely with all other Departments, we monitor activity and enforce the Adopted Budget. We also analyze actual financial performance against budgeted activity, and work to increase clear communication and Financial Transparency to the Public.

We oversee the acquisition of goods and services for the City and are committed to making the purchasing process fair and transparent. We also assist departments with disposing of surplus property primarily through auctions. Additionally, we provide staff support to the Living Wage Advisory Committee.

We administer the City’s Self-Insurance Fund. The City is self-insured for the vast majority of loss exposures, including general liability, automobile liability, workers’ compensation, property damage, and professional liability, to name a few.

We manage the City's investment portfolio and provide the City Council with monthly investment reports. We also forecast, collect, and monitor the City's major revenues and fees, which includes the oversight of both Business Taxes and Utility Billing operations.
