A draft proposal for the redevelopment of the Paseo Nuevo shopping center into a mixed-use hub, anchored by renovation and adaptive reuse rather than demolition, was shared at the June 2, 2026, City Council meeting. City staff presented the negotiated framework to the full City Council for public discussion and direction. City Council supported the joint proposal and unanimously approved the plan to return with an official development agreement on June 16.

Paseo Nuevo’s two long‑vacant anchor buildings will be adaptively reused to bring jobs and homes back to the heart of downtown—delivering faster activation with less disruption and significant public benefits.

  • Former Macy’s → Corporate offices (Yardi Systems) and continued inline retail (the outdoor retail).
  • Former Nordstrom → 80–112 rental homes, including 10% inclusionary (moderate‑income) units.
  • Public benefits: $1.7M in downtown/parking investments and $5.7M to the Local Housing Trust Fund.
  • Private investment: ~$100M+ across the two projects.

Who's Involved

  • City of Santa Barbara — oversees approvals and executes Disposition & Development Agreements (DDAs) that implement the proposal. Transfers ownership of the land under the inline mall and the former Macy’s building to Yardi Systems
  • Yardi Systems — acquires fee title to the Macy’s parcel, inline retail parcels, and Lot #1; renovates the former Macy’s for corporate offices; operates Lot #1 consistent with downtown parking and contributes public benefits.
  • DSP (Dune, Shopoff Realty Investments, Praelium) — adapts the former Nordstrom building (817 State St.) to housing and contributes public benefits.
