Project feedback will be summarized for City Council review during consideration of the project’s Disposition and Development Agreement by the end of 2025.

The City of Santa Barbara is advancing a plan to redevelop the Paseo Nuevo Mall into a vibrant, mixed-use project in the heart of downtown. The proposal includes 233 market-rate housing units, 80 affordable units, and more than 125,000 square feet of retail space, along with new public amenities and open space. The project area spans from State Street to Chapala Street and Ortega Street to south of Carrillo Street and includes the Macy’s parcel, in-line retail shops, and a portion of City Parking Lot 2. The project does not include the former Nordstrom’s building at this time.

On August 5, 2025, the City Council approved the project description above and authorized staff to negotiate a Disposition and Development Agreement (DDA). The project remains under review, with additional opportunities for public input, environmental review, and design approvals to follow.

  • October 15, 2025 & October 16, 2025 - Paseo Nuevo Redevelopment Open House The City hosted two public open houses to share details and gather community input on the proposed Paseo Nuevo Redevelopment project. The events provided opportunities for attendees to explore design concepts, learn about proposed housing and retail plans, and speak directly with City staff about the future of the downtown site.
  • October 9, 2025 - Planning Commission: Concept Review & Staff Report presented
  • September 24, 2025 - Historic Landmarks Commission reviewed Paseo Nuevo’s plan to replace retail with 233 rental units and 80 affordable units. No final action was taken; design approval findings are required.
  • September 10, 2025: Housing Authority of the City of Santa Barbara received an update on the Paseo Nuevo Redevelopment and Potential for Housing Authority Involvement
  • August 5, 2025: City Council approved an Amendment to the Project Description and Authorized DDA negotiations
  • March 5, 2024: City Council authorized the City Administrator to execute a Project Agreement for the redevelopment of the Paseo Nuevo Shopping Center
  • September 19, 2023: City Council heard a presentation and provided input on public benefit preferences to inform staff negotiations with the applicant, and authorized staff to negotiate the terms of a project agreement with the applicant
