Children's Fiesta Day Application Saturday, August 6, 2022 at 10 a.m.

The Santa Barbara Parks and Recreation Department is proud to provide the children of our community with this special opportunity. We hope that each child is excited about being a part of an exciting Santa Barbara tradition. Viva La Fiesta!

Parade Regulations
• Remember, this is a children’s parade. The number of adults in the group should only be appropriate for the supervision of the group.

• Adults accompanying children in the parade must be in costumes. A simple costume could be black pants/skirt and a white shirt. Remember you are in a parade in public on Cabrillo Blvd representing your children and the community; you are very visible to the spectators, please dress properly for the parade.

• Small ponies, donkeys, goats and/or other farm animals are encouraged. They add fun to the parade and were part of the tradition of old Santa Barbara.

• Be prepared with equipment to clean up your animal’s droppings. In addition to the impact animal waste has on creek and ocean water quality, is important that the young children following later in the parade are not stepping in animal droppings.

• If your entry includes ponies, they must be less than 14 hands high (56” high at the withers).

• Signs are restricted to group name only. No commercial and political campaign signs, handing out literature and/or advertising.

• It is hard and unfair for children five and under to be expected to walk the entire route of the parade. They will also slow the pace. Children ages 5 and under should be transported by floats, carts, or wagons.

• For the safety of all, NO CANDY OR OTHER SOLID/HARD OBJECTS MAY BE THROWN TO THE SPECTATORS!

• We strongly recommend that parade participants minimize use of confetti and avoid confetti made from Mylar. Confetti is litter and can end up polluting the ocean. We prefer use of flowers and flower petals for throwing to the audience.

• Please remember that this parade is for and represents young children. Take care when choosing the theme for your group; keep it innocent, sweet, peaceful, child-appropriate, and non-violent.

Parade Assembly, Number, and Other Important Information
After submitting an official entry in the Children’s Fiesta Parade, the contact person will receive a Parade Packet by e-mail on Monday, July 18, 2022.  It will include an entry number and assembly information.

Make sure all your group members know your assembly area and entry number before the parade day!

Description of Your Parade Entry

Entry Description:

Please decribe your group, what they will be doing, who they are, and any other interesting information

(Please remember to keep your description focused on the children in your group, rather than on a sponsoring organization or company (although these may be mentioned very briefly). What to include: any historical trivia about your group, style or origin of children’s costumes, information about a particular type of dance performed by the children, fun facts about your float or animals, how many years you’ve been in the parade, etc. If you think any of your group members’ names may be difficult to pronounce, please spell them out phonetically for us so we get them right!)

A great script should include:
1.  Something fun about your group
2.  The relationship of the kids in the group (are they family? Do they know each other from school?)
3.  Group or family history in the parade
4.  Who made the float? Is there any history of the float you can share?
5.  Who made the costumes? Is there any history of the costumes?
6.  Describe the group's activities (dancing, riding, etc...)
7.  Family name (not individual names of children)

What NOT to include:
1.  Names of (or any information about) the adults in the group
2.  Advertising for the associated company, business, or school
3.  Names of children (keep it to the family or group name)

A good rule of thumb is: KEEP THE FOCUS ON THE CHILDREN. If your script is too long, we will have to edit it, as the announcer will not have time to read a long script (see below for examples of complete scripts from past years).

SAMPLE SCRIPTS
1.  "This is the third year of parading for the Fierro-Jimenez family. Little Matthew is accompanied by his two cousins, Serena and Arianna. Matthew has a baby brother on the way who will make Fiesta debut in the year 2023."
2.  These flower girls, ages 12-14, came all the way from Alaska and Arkansas to participate in today's parade. Let's give them a big welcome to Santa Barbara! The girls are wearing traditional Fiesta dresses and hats bringing plenty of flowers to spread the Fiesta cheer!"
3.  "Esther Medina and her grandchildren are showing their Fiesta spirit by wearing beautiful traditional Spanish costumes."
 

Release Form

CITY OF SANTA BARBARA PARKS AND RECREATION PROGRAM/ACTIVITY LIABILITY WAIVER, RELEASE AND ASSUMPTION OF RISK AGREEMENT

This liability waiver, release, and assumption of risk agreement is intended to protect the City of Santa Barbara from lawsuits arising from its Park and Recreation Programs or Activities.  It is an important document that affects the legal rights of participants in City Parks and Recreation Programs or Activities.

AGREEMENTS:

1. WAIVER OF RIGHT TO SUE.  Participant, or Participant’s parent or legal guardian if Participant is a minor, waives the right and agrees not to sue the City of Santa Barbara for any injury, illness, or death arising from Participant’s participation in the Program regardless whether caused by any negligent act or omission of the City.

2. INDEMNIFICATION AND HOLD HARMLESS. Participant, or Participant’s parent or legal guardian if Participant is a minor, agrees to indemnify and hold harmless City from claims or damages for any third party injury, illness, or death arising from Participant’s participation in the Program, except those arising from a negligent act or omission of the City.

3. VOLUNTARY ASSUMPTION OF THE RISK.  Participant, or participant’s parent or legal guardian if Participant is a minor, is fully informed about the Program and its activities voluntarily agrees to assume the risk of injury, illness, or death of Participant, or damage or loss of Participant’s property arising from Participant’s participation in the Program. 

4. SCOPE OF AGREEMENT.  Participant, or Participant’s parent or legal guardian if Participant is a minor, agrees that this Agreement is intended to be as broad and inclusive as permitted by California law and that if any portion thereof be held invalid, notwithstanding, the balance shall continue in full legal force and effect.  As used in this Agreement, “City” means the City of Santa Barbara and its officers, employees, contractors, and agents.  As used in this Agreement, Participant, means the Participant named above and the Participant’s heirs, beneficiaries, legal representatives, successors, assigns, and any person claiming a legal right by or on behalf of Participant.  

ACKNOWLEDGMENT AND EXECUTION. By signing this agreement, or electronically checking a box or clicking an accept button, Participant, or Participant’s parent or legal guardian is Participant is a minor, agrees to all of its terms and that there are no other agreements modifying or limiting its terms.    If Participant is a minor, the person executing this agreement warrants that the person is the Participant’s custodial parent or legal guardian acting on behalf of the Participant.

Photography Release
The Parks and Recreation Department may take and use photos of participants for publicity purposes. Photos of participants are used in the City’s activity guide and other media publications. I hereby grant the City of Santa Barbara permission to use my likeness, name, voice, and words in any broadcast, telecast, online, or print media account of this event or activity free of charge.

The benefits of Parks and Recreation Programs are numerous.  Recreation is essential to personal health.  Participation in parks and recreation programs enhances the quality of life and can build strong families and healthy communities.

 

In order to ensure the quality and enjoyment of parks and recreation programs and to promote a safe and positive atmosphere for the programs, all participants, staff, parents and persons involved with the programs (i.e. spectators, coaches, volunteers, etc.) shall abide by the following Code of Conduct, which shall apply to all participants in Parks and Recreation Programs:

 

No activities that unreasonably interfere with other participants’ use of Parks and Recreation programs and facilities are allowed.  These prohibited activities include, but are not limited to the following:

 

  • Physical abuse or assault
  • Verbal abuse
  • Fighting or challenging to fight
  • Making violent and threatening statements
  • Engaging in or soliciting any sexual act
  • Damaging or destroying Parks and Recreation property.

 

Program rules and regulations shall be observed at all times.

 

Other Prohibited Conduct—All Parks and Recreation Facilities and Grounds

 

  1. Engaging in any activity prohibited by law.
  2. The following are prohibited:  weapons, alcoholic beverages, illegal substances, and exhibiting signs of being under the influence of alcohol or drugs.
  3. Smoking (including the use of e-cigarettes or vape pens) inside Parks and Recreation facilities or anywhere on Parks and Recreation property.
  4. Leaving animals unattended anywhere on Parks and Recreation property. Animals must remain under the control of their owners, per Santa Barbara Municipal Code §6.08.020.
  5. Personal belongings may not be left unattended in any Parks and Recreation facility or park grounds after closing time.  Unattended items will be removed and are subject to the City of Santa Barbara Policy on Lost and Unclaimed Personal Property, and Abandoned Property Found on City-Owned Property.
  6. Refusing to leave Parks and Recreation premises at closing time.

 

Other Prohibited Conduct—Park and Recreation Indoor Facilities

 

  1. Entering Parks and Recreation programs and facilities with animals other than service animals authorized by the American with Disabilities Act.
  2. Indoor facility users are limited to one bag for recreation equipment, apparel, and toiletries.
  3. Bedding, sleeping bags, bed-rolls, and blankets (blankets for small children are acceptable) cannot be brought into Parks and Recreation facilities
  4. Wheelchairs and strollers are allowed for the actual transport of a person.
  5. At no time, may persons deposit personal belongings in Parks and Recreation indoor facilities and leave the premises.  Unattended items will be removed and are subject to the City of Santa Barbara Policy on Lost and Unclaimed Personal Property, and Abandoned Property Found on City-Owned Property.
  6. Disturbing anyone with loud and/or unreasonable noise, including, but not limited to, talking loudly on cell phones, and the use of electronic devices such as radios and music players.
  7. Emitting strong, pervasive odors, including odors caused by perfume or poor personal hygiene, so as to interfere with patrons’ ability to participate in programs or use of the facility.

 

Any City representative responsible for officiating, supervising, or otherwise operating a parks and recreation program shall have authority to enforce the terms of this Code, as authorized by the Director of Parks and Recreation, empowered by Municipal Code Section 15.16.220. Failure of any person to abide by this Code of Conduct will result in disciplinary action consistent with the Code of Conduct Enforcement Procedure. Minors, under the age of 18, are required to have a parent or legal guardian sign the registration form required for participation in any program.
