Vote-by-Mail Election Tuesday, November 3, 2009. The City’s general municipal election will be a vote-by-mail election. The City’s plan includes seven drop-off centers throughout the City, allowing voters the option to vote in person. The plan also includes pre-paid postage for returned ballots. What's on the Ballot?
