City of Santa Barbara Emergency Plan NEW!! City of Santa Barbara Tsunami Response Plan - The purpose of this plan is to provide information and guidance specific to receiving information that a tsunami watch or warning is in effect. This plan is meant to “fill the gap” between the time a watch or warning is received and the time when the watch or warning is determined to be credible or not. The overall emergency management concepts, policies, and procedures contained in the City’s Emergency Operations Plan and individual departmental standard operating procedures (SOP’s) remain in place.
