Temporary Ordinance Advisory: 

New Design Review Requirement for Some Two-Story Homes

On 8/23/05 the City Council considered a concept for a potential temporary update to the Neighborhood Preservation Ordinance (NPO). The Ordinance Committee discussed the detail of a draft ordinance on 9/27/05. The proposed temporary ordinance is scheduled for introduction at the City Council meeting on 10/18/05.  The City Council may adopt the proposed ordinance as soon as 10/25/05. The ordinance would go into effect thirty days after adoption.

Council Tour Information: A special meeting was called for Monday, August 7, 2006, 1:30 P.M. Click here for the August 7th, Agenda Information.

A site visit of several neighborhood locations was planned to develop a contextual reference for the City Council's discussion of the Single Family Design Guidelines/ Neighborhood Preservation Ordinance (SFDG/NPO) at its regular meeting on August 8, 2006, at 6:00 p.m.  The following sites were visited:

  • East Mesa:  1370 Shoreline Drive, 202 Las Ondas, Santa Catalina neighborhood, 1216 Del Oro, 118 Santa Rosa Place, 249 San Nicolas, 408 El Monte, 217 Los Alamos

  • Alta Mesa:  610 Aurora; Island, Surf View, Flora Vista, and Calle Galicia neighborhoods

  • San Roque:  3408 Madrona

  • East San Roque:  2930 Paseo Tranquilo, 2818 Valencia

  • Lower Riviera:  Plaza Rubio

  • Laguna:  218 Equestrian, 536 De La Vista

Planning Commission Tour Information:  The Planning Commission (PC) conducted a site visit to homes of interest to the public on 6/8/06. A list of homes has been compiled which were suggested by the public to visit. Available statistics regarding home sizes, heights, FARs, and permit approvals are included on the list. Homes on the list vary as to whether or not they received Architectural Board of Review approval and as to whether or not they would exceed proposed Floor to Lot Area Ratios. Check back for additional statistical updates to the site visit list as more information becomes available. A map of the homes on the site visit list is also available at 630 Garden Street, 2nd floor Planning Reception.

Ordinance Committee Meeting:  October 24th
The Ordinance Committee considered three topics within the NPO Update package on 10/24/06:

1) Findings for "Over-Maximum" FAR projects, 2) FARs and single-family (sf) projects located outside of sf zones, 3) Should the NPO Update further address private views?
