| This report presents background information regarding several issues to be addressed in considering possible revisions to the City’s Inclusionary Housing Ordinance, which was adopted in 2004. This Ordinance requires that all ownership subdivisions of 10 or more units, whether new construction or condominium conversions, are required to provide 15% of the total units as "inclusionary units." |

| The City of Santa Barbara has adopted a Medical Marijuana Dispensary Ordinance. The ordinance establishes locational and operational requirements for proposed medical marijuana dispensaries. Review and approval of the Dispensary Permit by the Staff Hearing Officer is required in order for a medical marijuana dispensary to operate. |

 | Mission Canyon Plan Update |
| Mission Canyon, in the County of Santa Barbara, is within the City's Sphere of Influence. In 1984, a Joint Powers Agreement (JPA) between the County and City of Santa Barbara was adopted with a provision that sewer service for some areas of the Canyon would be provided by the City contingent upon the adoption of a joint City-County Specific Plan, which was subsequently adopted. The JPA states that any amendment to the Specific Plan must be approved by both the City and the County. |

 | Single Family Design Guidelines Update/NPO |
| The Neighborhood Preservation Ordinance (NPO) was adopted in 1991to require the review of proposed large two-story single-family residential projectson in-fill or hillside lots. The NPO also established the Hillside District, where City review applies to homes on lots with over a 20% slope and/or projects proposing more than 250 cubic yards of grading. The goal of the NPO Update is to restructure these land use controls to better reflect the preferences and expectations of the community. |

| This document serves as the City of Santa Barbara’s National Pollutant Discharge Elimination System Phase II Storm Water Management Program prepared in response to State Water Resources Control Board Water Quality Order 2003-0005-DWQ for National Pollutant Discharge Elimination System (NPDES) Phase II General Permit No. CAS000004 (State General Permit). The overall objective of the City’s Storm Water Management Program is to comply with the NPDES Phase II regulations and State General Permit, and to meet water quality standards contained in the Statewide Water Quality Control Plan, the California Toxics Rule, and the Regional Water Quality Control Board Basin Plan. |
