Enforceable Obligation Payment Schedule (EOPS) – January through July 2012

Pursuant to AB1X26 Legislation and California Redevelopment Law (CRL) Section 34169, as modified by the State Supreme Court ruling of December 29, 2011, redevelopment agencies are required to adopt an Enforceable Obligation Payment Schedule (EOPS) by February 1, 2012, at a public meeting and post the schedule to their respective websites. The Redevelopment Agency of the City of Santa Barbara EOPS is scheduled for a public meeting of the Agency on Tuesday, January 31, 2012, Agenda Item No. 7, in Council Chambers at City Hall, 735 Anacapa Street, Santa Barbara, California. Transition Planning for Expiring Agencies Report
On September 13, 2011 City staff and Tom Hart, Deputy Director of the California Redevelopment Association, delivered a presentation at the American Planning Association California Chapter’s Annual Conference in Santa Barbara. West Beach Planning Study, 2010

In 2005, the City’s Redevelopment Agency initiated a capital improvement design process and project for the West Beach Cabrillo Boulevard area. Ultimately, the West Beach Pedestrian Improvement Project along Cabrillo Boulevard was approved and has now been constructed. As part of that process, interest was expressed to further evaluate and study the adjacent sandy beach area. The City’s Redevelopment Agency provided $15,000 in order to contract with Pat Saley and Associates to undertake a focus study of the area known as West Beach. This process was initiated in the spring of 2009 with the West Beach Planning Study. 

The goal of the West Beach Planning Study was to identify existing activities and consider adding or improving public uses and/or structures on or near the West Beach area. Additionally, evaluation was given to possibly encourage more use of the beach area and improve its overall appearance and ambiance, which would help draw people into the harbor area.

This report was received by the Redevelopment Agency Board at the regular meeting held August 24, 2010.

Police Station Renovation Project – Summary Pursuant to CRL §33679

On June 8, 2010, the City Council will hold a hearing to consider whether the City Council should adopt a Resolution to make the findings of fact, supported by substantial evidence, required by the California Community Redevelopment Law to authorize the City of Santa Barbara Redevelopment Agency’s allocation of tax increment funds to pay the cost of the installation and construction for the City of Santa Barbara Police Station renovation project. The Resolution, if adopted, will also authorize the Public Works Director to enter into a Professional Services Agreement with Coffman Engineers for seismic and structural analysis of the Police Station building and with Paul Poirier and Associates Architects for building assessment services and related project management services by Public Works Department staff. 

A summary report pursuant to the California Community Redevelopment Law (Health and Safety Code Section 33679) has been prepared which identifies the estimated amount of taxes proposed to be used for funding, sets forth the facts to support the findings required to be made by the legislative body pursuant to Section 33445.1, and sets forth the redevelopment purpose for which the taxes are being used. Implementation Plan 2010 - 2014

The Implementation Plan 2010 – 2014 for the Central City Redevelopment Project (CCRP) has been prepared pursuant to Health & Safety Code Section 33490. Its purpose is to set forth the goals of the Redevelopment Plan for the Central City Redevelopment Project and to present an overview of the programs the Redevelopment Agency expects to implement over the next five years to advance those goals and to eradicate blight within the Project Area. The plan was adopted by City Council on October 20, 2009.

Redevelopment Plan

This Redevelopment Plan has been prepared by the Redevelopment Agency of the City of Santa Barbara, California, pursuant to the Community Redevelopment Law of the State of California (Section 33000 et seq. California Health and Safety Code), the California Constitution, and all applicable laws and ordinances. All such applicable laws are made a part of this Plan, whether expressly referred to in the text or not, as the same may be amended from time to time, and the Agency shall have all powers and authority granted to Redevelopment Agencies there-under, unless specifically restricted by this Plan.
