Elings Park Phase III Improvement Plan

This Initial Study has been completed for the project described below because the project is subject to review under the California Environmental Quality Act and has was determined not to be exempt from the requirement for the preparation of an environmental document.  The information, analysis and conclusions contained in this Initial Study are the basis for deciding whether a Negative Declaration is to be prepared or if preparation of an Environmental Impact Report (EIR) is required to futher analyze impacts.  Additionally, if preparation of an EIR is required, the Initial Study is used to focus the EIR on the effects determined to be potentially significant.
