The Neighborhood and Outreach Services section provides outreach to underserved youth and teens, improves services to families, enhances neighborhoods, builds community pride through preservation projects, and creates a healthier community. We are committed to provide programs and outreach services to strengthen families, improve outcomes for children and youth, and create stronger communities.

FEATURED PROGRAMS:
Mobile Food Pantries and Mobile Farmer’s Markets
The Mobile Food Pantries and Farmers Markets, in partnership with the SB County Food Bank, provide free food distribution programs for low-income individuals and families. Participants do not need to apply; simply show up at various community center locations to receive free groceries. Participants should bring their own bags or boxes to carry the food. Brown Bag Program for Seniors
The Westside Community Center (WCC) and Franklin Community Center offer a Brown Bag Program (food distribution) every other week of the month. In addition, the WCC serves as a senior meal site via a collaborative agreement with the Community Action Commission to provide low-cost hot meals to qualifying senior residents. Community Garden Plots
Enjoy growing your own healthy organic vegetables, herbs and flowers at one of three community gardens—Rancheria, Yanonali and Pilgrim Terrace—conveniently located near the Franklin, Lower Westside and Westside Community Centers. Garden plots of 10 x 20 feet can be rented for the modest price of $58 annually ($70 without a Resident Discount Card) by visiting your nearest community center or call 805-897-2582.

PROGRAMS FOR YOUTH AND TEENS:
Job Apprenticeship Program
The Job Apprenticeship Program provides youth with alternatives to violence-oriented lifestyles, a positive environment for expressions of youth concerns, and fosters their self awareness and survival skills. The program is built on a strong community foundation of local institutions, residential communities, families and individuals. This approach empowers participants to build on and strengthen their own support bases where none may have existed before. The primary objective of the Job Apprenticeship Program is to provide participants with opportunities to receive “hands-on” training and experiences in a variety of occupational areas within the City of Santa Barbara.

Youth Art Alliance Program
This program is designed for youth ages 14-21 to increase their commitment to school and community, reduce negative peer bonding and problem behaviors, and to develop special project and/or opportunities that incorporate community service participation, including: Development of a professional youth art magazine; quarterly/yearly art exhibits; a web-based art gallery by youth for youth; mural creation; graffiti abatement/removal; participation in neighborhood community service clean-up projects. 805-897-2582.

Fun on the Run Program
Monday through Thursday, a colorful van filled with arts, crafts, games, and sports equipment will bring the fun straight to you! Parks and Recreation Department staff supervise youth in participating in fun activities, including sports such as flag football, handball, crafts and games. 805-564-5495.

Twelve35 Teen Center
Drop in and check out SB’s teens only facility at 1235 Chapala Street in downtown Santa Barbara. Twelve35 is the only place teens have access to XBOX 360m PS3, Wii, full DDR system, the Internet, Air Hockey, pool table, Foosball, free wi-fi, snack bar...and to top it all off—a recording studio—all under one roof! Weekly activities, classes and special events are offered throughout the year. Community service opportunities available for teens and adults. Information: 962-5560. OTHER Services Available To Seniors At Community Centers*
Homeowners Assistance Program — These are payments the state makes to qualified individuals based on their total household income and portion of the property taxes paid on their homes.
Renters Assistance Program — These are payments made to qualified renters based on their total income. The presumption is made that the landlords apply a portion of rents paid toward the payment of property taxes.
Property Tax Postponement Program — Gives qualified homeowners the option of having the state pay all or part of the property taxes on their homes. The postponed tax amount and accrued interest is paid when one moves, sells the home or dies.
Legal Services — Free legal services are offered free of charge once a week by local volunteer lawyers.
Senior Activities Center — Providing seniors with a place to congregate and take part in varied activities such as bingo, crafts, cards, pool, or reading.
Volunteer Income Tax Assistance (VITA) — Volunteers are trained by the IRS and the Franchise Tax Board to assist in the free preparation of state and federal income tax.
Benefit Outreach Program — Assistance is available to screen for various Social Security benefits such as Supplemental Security Income Program (SSI), Medi-Cal, and aid programs provided by the County of Santa Barbara Social Services Department.
HICAP: Health Insurance Counseling and Advocacy Program — HICAP provides free and unbiased assistance for Medicare beneficiaries
Internet Access for Seniors — Providing an Internet training and access venue for seniors free of charge.
Senior Health Promotion Project — Assists "well" older adults by providing comprehensive Health Assessment and Individual Counseling session to discuss health concerns and achieving health goals.
Flu Shots and Immunization Clinics — Held once a year during the October-November period.
Senior Physical Exercise Program — Providing seniors with a weekly physical exercise training program.
Referral Services — Providing information and referral to seniors regarding a wide array of services available to them. Examples include: the Senior Directory, monthly publications for Seniors, bus schedules, pamphlets and flyers on programs provided by non-profit agencies, businesses and local government.
