City Charter
A Santa Barbara city charter is a unique document that, in many ways, acts like a constitution for the city. It can only be adopted, amended or repealed by a majority vote of a city's voters. The charter allows the city to tailor its organization and elective offices, taking into account the unique local conditions and needs of the community.

Conflict of Interest
Officials and employees designated in the City's Conflict of Interest Code are required to file an Annual Statement of Economic Interests. They are also required to file an assuming office and initial statement within 30 days of assuming office and a leaving office statement within 30 days after leaving the office or position.

Municipal Code
The City of Santa Barbara Municipal Code is a compendium of the most active by-laws of the municipality arranged into chapters, articles, sections, subsections, paragraphs, table of contents and index. The by-laws are edited and revised, where necessary, to harmonize contents, correct omissions and generally to clarify and provide a comprehensive body of law designed to fully regulate the subjects to which they relate.
