Draft West Beach Planning Study
The West Beach Planning Study is a focused study of West Beach area in the City of Santa Barbara’s Waterfront. West Beach was originally studied as part of the City’s Local Coastal Plan (LCP) in the early 1980s and the Harbor Master Plan (HMP) that was approved in 1996. In 2005, the City initiated a design process for the West Beach Pedestrian Improvement Project along West Cabrillo Boulevard. Now that the Cabrillo project is under construction, attention has turned to studying uses on West Beach, funded by the City’s Redevelopment Agency. The goal of the study is to look at existing uses and to consider adding public uses and/or structures on or near West Beach to enhance those uses as well as to improve its overall appearance and ambience.

The Draft West Beach Study was presented and discussed at two public community meetings held on April 15, 2009 and August 19, 2009. Based on analysis of issues and comments received from 50+ stakeholders, three options were synthesized into the two alternatives presented in the draft study. Later, the draft study was discussed at a joint commission meeting with the Planning Commission and Parks and Recreation Commission on November 12, 2009, and at the Harbor Commission meeting on November 19, 2009.

Input from all three Commissions will be incorporated into a final study that will be presented to the City Council for acceptance in late 2009 or early 2010.

About the Waterfront

The Waterfront Department’s mission is to provide the community with a quality Waterfront for recreation and commercial use, along with mooring and landside services for boating. Approximately 252 acres of tidelands and submerged lands is managed by the Department. The area encompasses the Harbor and Stearns Wharf. These lands belong to the State and are held in trust by the City. Different from most City departments, Waterfront is an Enterprise Fund and operates from revenues generated from the lands we manage. Tenant rents, boat fees, parking fees and other sources is put back into improvements and services: preventative maintenance, capital improvement, parking services, staffing, public safety, slipholder and visitor boat services, special events, public education and more.
