The Franklin Community Center at 1136 East Montecito Street was built in 1974 with money granted to the City by the Federal Department of Housing and Urban Development (HUD). A local resident advisory committee was formed at that time to advise the City Council and City staff on the policies, procedures, and operations of the neighborhood center.
In the mid 1960's, the Santa Barbara School Board was faced with the task of closing down all schools built prior to 1932 not meeting earthquake safety requirements. Franklin School was not up to the standards and the School Board recommended its closure. Franklin parents, in conjunction with City planners, developed a concept for a complex of structures which now includes a preschool, library, park and community center in addition to the rebuilt elementary school.
General Functions
- Advise the City Council and the Community Services Staff regarding the maintenance, operation, management and use policies of the Center.
- Advise the City Council as to other matters pertaining to the Center upon request.

Qualifications
Members need not be qualified electors.
- Four members must be residents or employees in of the Franklin Neighborhood (Census Tracts 8.01, 8.02 or 9).
- Three members shall represent the public at large.
Length of Term
Four years and until successors are appointed. Staggered terms expire on December 31 of the appropriate year.
Meeting Schedule
The Committee meets on the third Wednesday of each month at 7:00 p.m. at the Franklin Community Center, 1136 East Montecito Street.
Time Involved
A minimum of 1 – 2 hours for meetings and related activities.
