Byrne Justice Assistance Grant (JAG) Local Formula
A U.S. Department of Justice grant assisting state and local law enforcement agencies to fight crime and improve the functionality of the criminal justice system. As part of the Act, the U.S. Department of Justice designated Santa Barbara County jurisdictions to receive non-competitive grant funding in the amount of $777,206. As part of the grant award, jurisdictions within the county are required to create a Memorandum of Understanding agreeing on specific allocations of funding.
On March 25, 2009, law enforcement officials from all involved Santa Barbara County agencies met and agreed upon disbursement amounts as well as designated the Santa Barbara Police Department as the administrating agency. The disbursement amounts are as follows:

Project Descriptions by Agencies
City of Santa Barbara will use $187,808 for the “Community Policing Retention and Enhancement Program” to retain one police officer position for 1.5 years, thus allowing the Agency to fill one beat coordinator position scheduled for elimination for FY10. The additional $77,721 will be used for administrative costs, including half-time funding of a Records Specialist position to administer the grant.
City of Santa Maria will use $249,940 for the “Police Officer Retention Program” preserving one full-time officer position for a period of 2.5 years.
County of Santa Barbara will use $139,783 for “The Enhanced Electronic Supervision Program for High Risk Probationers” program. The GPS monitoring will be an enhancement to the efforts of local law enforcement and will allow the most high risk offenders’ movements to be closely monitored. A Senior Deputy Probation Officer will serve as the primary staff member for the program.
City of Lompoc will use $94,354 for the “Lompoc Police-Byrne JAG Mobile Data Terminal Replacement” program to improve the digital communication link between the City dispatch and the employee in the field. The Agency will purchase 13 Mobile Data Terminals, train and fund a maintenance contract for a three-year period.
City of Goleta will use $17,459 for the “Ellwood Bluffs/Community Direct Enforcement Grant” program to reduce opportunities for illegal activities in target areas and enhance and improve the City’s crime prevention efforts.
City of Carpinteria will use $10,141 for the “Carp Traffic Enforcement Byrne Grant” program to increase saturation patrols and enforcement action around schools and in other traffic problem areas of the City.
