City of Santa Barbara Trash and Recycling  |  Unscheduled Collection Ordinance | 
  
  

The City of Santa Barbara has passed an Unscheduled Collection Ordinance that requires that haulers with a gross vehicle weight of 7 tons or more to be permitted in order to haul The Unscheduled Collection Ordinance requires that haulers with a gross vehicle weight of 7 tons or more to be permitted in order to haul loads of solid waste that originate within the City of Santa Barbara.loads of solid waste that originate within the City of Santa Barbara.  This includes construction, demolition, cleanup, and all other loads.  It also includes companies that haul their own waste from job sites.  The ordinance is not limited to rolloff trucks. See the text of the Unscheduled Collection Ordinance and the associated Rules and Regulations.  The Ordinance is effective November 30, 2007, and there will be a 90 day grace period for compliance.  Haulers must have a permit in hand by the end of the grace period, which means the application must be submitted to the City no later than February 1, 2008.   

Basic Requirements of the Ordinance

  • Haulers must turn in an application and pay an annual permit fee of $250.
  • Haulers must take all waste to a certified recycling facility.  See the Rules and Regulations for exempted loads.  No loads may be dumped as trash at either the Transfer Station or a landfill unless the entire load consists of an exempted material. 
  • Permits must be posted on all rolloffs or trucks hauling waste from within the City.
  • The hauler must turn in quarterly reports indicating material types, weights, and destination of loads.

How to Apply for a Permit

  • Email or mail the completed application to the address indicated on the application
  • You will be contacted by City staff electronically confirming your permit 
  • The City will send you a bill for the permit fee initially, and then annually
  • Submit the application fee to the City when you receive the bill

Certified Haulers

All of the haulers listed are permitted to conduct waste hauling within the City of Santa Barbara.  The majority of businesses listed provide this service on their own job sites only!  Contractors and/or homeowners often require large roll-off or debris boxes for construction sites or general cleanup.  This steel container can be left onsite and collected at a later date.  Permitted haulers that provide this service are identified in the third column with a “Yes.”

Certified Recycling Facilities
Any facility that recycles or diverts 75% of what comes in the gate can apply for certification.  The following facilities in Santa Barbara County are currently certified.  Call facilities for details and terms.

    Note: For the purposes of this ordinance, the Transfer Station consists of two facilities: one that accepts trash, and another that accepts recycling and construction waste.  Only the recycling part of the facility that accepts loads of mixed C&D debris, wood/greenwaste, and metal is certified. They charge lower tipping fees for these recyclable materials and list them separately in their database.  If your weight ticket lists your load as trash, you are in violation of the ordinance. 

 

If you take waste from City of Santa Barbara customers to a recycling facility outside the Santa Barbara South Coast area, the City is willing to certify other facilities.  The facility must be certified before you bring loads there. Call Eric Lohela at 564-5691 for more information.   Please note that Gold Coast Recycling in Ventura declined to be certified.
